Speaker biography

Stephen Sparkes is the Vice President for International Power at Statkraft in Norway. As part of his role he is responsible for social and environmental development for international projects.

He has worked in Asia and East Africa for more than 20 years in the water resource and hydropower sectors, specialising in participatory planning, consultations, ethnic minority issues, resettlement and capacity building.

Stephen was Social and Environmental Division Manager for the Theun-Hinboun Expansion Project in Laos from 2006 to 2011. He also worked on the Nam Theun 2 Project in Laos as resettlement planner and then as a member of the Lenders Technical Advisor Team from 2004 to 2018. A key part to both projects involved the resettlement of ethnic minorities. He has also recently worked with indigenous peoples’ issues in Sweden, Chile and Peru for Statkraft.

Stephen has a PhD in Social Anthropology at the University in Oslo in 1998.
