Stephan Garnier is Lead Energy Specialist and Indonesia Energy Coordinator at the World Bank, having started there in 2002.
Stephan joined the East Asian Pacific Region at the Jakarta office in July 2017 after 15 years’ experiences in the Energy Sector, based in the Africa Region. Throughout his career, he has shown substantive technical expertise and strong project management skills, particularly where he has led sensitive policy dialogue in fragile and conflict affected situations. He has successfully managed to build consensus among internal and external clients, partners and stakeholders.
Stephan has supported hydropower projects in Africa and currently in Indonesia. He has also led and worked on several joint operations with the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA).
Before joining the Bank, Stephan was with Electricité de France (EDF) for 12 years in the electrical distribution field for the French electricity and gas utilities. His expertise was mainly focused on rural electrification in developing countries, least-cost planning and technical losses in foreign countries.
Stephan holds a master’s degree in electrical engineering from the INPG (Institut National Polytechnique de Grenoble) in France.
