Speaker biography

Patrick Bellet was born in France in 1966. He received the Engineering degree and the M. Sc.degree in Electrical and Scada engineering from the “Politech” University of Lille in 1997.

He is currently a Hydro Power O&M Expert in EDF (“Electricité De France”) Hydro department
located in Paris. He has more than 30 years’ experience and a high level of technical expertise in hydroelectric
power plants and their operation and maintenance in France and abroad. He has been an Operation Manager for several hydropower plant in France but also abroad including the Nam Theun 2 hydropower Plant (1070 Mw) in Laos (Anglophone context during 4 Years).

Recently he has been in charge of defining the “O&M Strategy” of the Nachtigal hydropower (470MW in Cameroon)
which is under construction. In 2018, he was in charge of carrying out a technical assessment of all the O&M aspects of the Kariba North Bank Extension (ZESCO – KNBE – 300 MW) in Zambia.

He is used to work with staff from overseas entities (Laos, Zambia, Gabon, RDC, Madagascar…) and his personality
allows him to have easy relations with local staff.
