Kate Lazarus is an Environmental and Social Advisory Senior Operations Officer at the International Finance Corporation (IFC) based in Yangon, Myanmar.
Having joined IFC in 2012, she has developed and now manages and leads an advisory programme on environmental and social (E&S) standards in the hydropower sector in Lao PDR, Myanmar, Nepal and Pakistan. This also includes a cross-sectoral client-facing E&S programme. This work focuses primarily on engagement with the private sector where she developed the ground breaking industry-led Hydropower Developers’ Working Group along with providing sector level advice.
Kate’s expertise focuses on water governance, multi-stakeholder dialogues, natural resources management, environmental flows, cumulative impact assessment and management, benefit sharing and human rights.
She has contributed to a number of regional publications and IFC good practice handbooks. Kate is also the editor of the book Water Rights and Social Justice in the Mekong, and lead author of the chapter on ‘Negotiating Flows in the Mekong’ in Politics and Development in a Transboundary Watershed: The Case of the Lower Mekong Basin.
